The Flag Project was conceived in the context of the 1988 European Capital of Culture, for which Berlin was awarded the title. The plan was for 10 renowned artists to design flags to be erected in front of the Reichstag to represent Berlin as the European City of Culture. For technical reasons, the project was delayed, and was never realised due to the fall of the Berlin Wall. The only flags actually finalised were by Roy Lichtenstein and James Rosenquist.
